In this video I explain and show you how you can attempt a scepter craft in 3.19 with most of the endgame crafting tools being removed.

If the bases become 2 expensive, like they mostly you can attempt to fracture them yourself for 1/4 at t1 fire dmg for 3 divines/attempt + the cost of the base.
