These are my personal rune choices, not based off of a guide from others. If I don't list a rune, it means I don't use it for PVP at all. I don't think runes that give damage/stats based off of rage or Bloodrage/Berserker rage are worth it at level 25 since we don't have access to Berserker rage or a lot of crit.

Rune choices for PVP -
Chest - Warbringer (Mandatory) Gap closer is up every 15 seconds

Gloves - Quick Strike - this is the best option for a rage dump and extra damage
Endless Rage (Optional) - this is the choice for consistency and playing with healers
- Victory Rush (Optional) - this is a great choice if you are playing solo for the extra heal and damage

Legs - Frenzied Assault (Mandatory) - Most consistent in all situations
