April 19 on The Story: Earlier this year, leaders from the city of Portland, Multnomah County and the state of Oregon got together to declare a tri-government state of emergency over fentanyl use and overdoses. It was set to last 90 days, giving the three governments time to coordinate and come up with a plan of action that would continue on past that window. So far, most of the efforts produced by the unified command have focused on downtown, where the drug crisis is often most visible — although it's far from the only place in the city affected. Police have upped patrols, and outreach workers are trying to connect drug users with treatment. But is it working? And what happens once the 90-day emergency ends?
