Storyline:
Virginia City decides they want law and order in the town so that they can attract people more people to the town. Little Joe returns from San Francisco and a successful cattle drive. Hoss and Adam decide as celebration to take him to Julia's Palace. Joe falls for Julia Bulette, the owner of this upscale saloon. Ben disapproves of the romance, but Joe continues to see her. She immediately takes to him and invites him to dinner the next evening. Little Joe is immediately smitten.

Meanwhile, Ben and Julia attend a town meeting about getting a reliable sheriff for Virginia City. Money is a problem, but Julia Bulette has a lot of influence with the miners. She promises to take care of raising the money. She does this by selling a bottle of whiskey over and over and over.
