That's right! With EU4 1.34 and Lions of the North DLC it's now possible to create YOUR OWN UNIQUE GOVERNMENT TYPE! That's right a custom government in EU4... I'm not sure how this feature isn't widely lauded because it's easily the most impressive one out there! EU4 Livonia is an under rated nation and easily one of the most fun nations in EU4 because of this game feature!
