I haven't seen anyone with a better idea yet. No RNG help is needed, he always does the same moves. The trick to this was realizing that he wastes a turn coughing every 50 hp he loses, so there is a lot of incentive for doing as much damage as possible, rather than drawing the fight out.

The fight is still easily doable without the powerup I got midfight, but I figured I would include it to make for a better speedrun time. Without the powerup, simply double dip your last hustle drink with another sweet shroom, block his next 2 hit combo, and then do 3 consecutive multi smashes in the next 2 turns.
