for anyone who doesn't know, you must press side-b and use Game and Watch's Judgement (the hammer) 2 additional times before you can get the same number again. So, if you get a 9, you have to press side-b at least two more times before you can get it again. Once you do that, the odds to hit another 9 become 1 in 7, which is actually quite good if you compare Jigglypuff's rest with say Peach's stitch-face turnip

the extra boss move is to keep track of which 7 numbers are available at all times so you can increase your likelihood of preparing for a reaction
