Will it start? Oliver OC 46 track loader sitting for 10 years with seized injection pump

Introducing the Oliver OC 46 tracked loader to the channel. I bought it as part of a package deal with Skinny, the Case 310 crawler dozer parts machine. Neither were running but this Oliver diesel engine was free and spinning. The previous owner told
me it has been sitting for at least 10 years.

Will it start without an injection pump?
Will it run long enough to determine if the engine and hydraulic system are viable enough to warrant the expense of an injection pump rebuild?

The starter I bought on eBay for $99 was listed as a starter for a New Holland Skid Steer L783 with a Perkins 4-203.
