This video was recorded a while back on my local Univision station. I'm guessing this was a possible EAS test, but I'm not sure at the moment. It did mention Emergency Alert System already activated.

Update: Thanks to AnEAShasbeenissued, it's been determined that this was an EAN (Emergency Action Notification) message transmitted on Univision 27 in the Chico/Redding area. Not sure as to why it was broadcasted, but at least I captured it.
