RUGAL IN KOF 94 ARCADE MODE IS JUST... TERRIBLE

You guys should know by now... I LOVE me some arcade modes! But Rugal in The King of Fighters '94 arcade mode on the hardest difficulty is just... ugh! Rugal is such a beast. I don't get how anyone is supposed to beat this!
