This is what we know about the The Tannhäuser Gate and the Never Forget digsite in Stellaris the grand strategy game by Paradox Interactive.

The audio file is a clip from the movie Blade Runner; and indeed the reference of the gate and "never forget" digsite is a homeage to the actor Rutger Hauer who sadly passed away in 2019. It is his voice you hear delivering that famous line.
